Граждане Кыргызской Республики имеют право на обеспечение необходимого культурного уровня жизни. Учет необходимого уровня культурной жизни граждан является обязательным для всех государственных органов при формировании государственных и местных бюджетов, социально-экономической инфраструктуры, принятии проектно-планировочных решений и иной деятельности.
