1. Никто не вправе пользоваться и распоряжаться товарами до их выпуска иначе, как в порядке и на условиях, предусмотренных настоящим Кодексом.
2. После выпуска товаров пользование и распоряжение ими осуществляется в соответствии с условиями определенного таможенного режима.
