Ответственность за несоблюдение условий таможенного режима, а также за правомерность распоряжения товарами, несет лицо, заявившее таможенный режим отказа в пользу государства. Таможенные органы не возмещают каких-либо имущественных претензий лиц, обладающих полномочиями в отношении товаров, от которых лицо отказалось в пользу государства.
