Муниципальным служащим является гражданин Кыргызской Республики, достигший 18 лет, отвечающий квалификационным требованиям муниципальной должности в порядке, установленном настоящим Законом и другими нормативными правовыми актами Кыргызской Республики. Лица, исполняющие обязанности по техническому обеспечению деятельности органов местного самоуправления, не являются муниципальными служащими.
