1. Отношения между бюджетами бюджетной системы Кыргызской Республики регулируются посредством установления нормативов отчисления от общегосударственных доходов и межбюджетных трансфертов.
2. В систему межбюджетных трансфертов включаются:
1) трансферты в виде:
а) выравнивающих трансфертов;
б) целевых трансфертов;
2) ассигнования из республиканского бюджета в бюджет Социального фонда и Фонда обязательного медицинского страхования.
3. Межбюджетные трансферты, предоставляемые местным бюджетам, утверждаются ежегодным законом о республиканском бюджете.
