Органы местного самоуправления не вправе совершать действия,

безопасности, направленные на нарушение территориальной целостности

розни, массовые беспорядки, сопряженные с насилием и угрозой жизни
людей.
В случае установления соответствующими органами указанных нарушений
Президент Кыргызской Республики вправе приостановить деятельность
органов местного самоуправления, виновных в этом, и ввести на данной
территории прямое государственное управление.
