Государственная система социальных служб - система, состоящая из республиканских, городских, районных государственных органов, организаций и учреждений социального обслуживания, являющихся государственной собственностью и находящихся в ведении органов государственной власти. Социальное обслуживание осуществляется также учреждениями иных форм собственности и гражданами, занимающимися предпринимательской деятельностью по социальному обслуживанию населения без образования юридического лица. Государство поддерживает и поощряет развитие социальных служб независимо от форм собственности. (В редакции Закона КР от 12 апреля 2003 года № 71)
