1. Заемщиками по негосударственным займам выступают резиденты Кыргызской Республики, заключающие договоры от своего имени.
2. Кыргызская Республика не отвечает по обязательствам резидентов Кыргызской Республики - заемщиков по негосударственным займам, не имеющим государственных гарантий.
