Референдум Республики Кыргызстан проводится на основе следующих

граждане Республики Кыргызстан участвуют в голосовании
непосредственно и лично по месту своего проживания;
каждый участник референдума обладает одним голосом.
При проведении референдума обеспечиваются гласность, в том числе
при подсчете голосов, участие общественности.
