1. Военные комиссариаты совместно с органами народного образования
должны добиваться, чтобы все юноши допризывного и призывного возраста к
началу военной службы имели обязательное основное образование, владели
государственным языком и русской разговорной речью.
2. Списки лиц, не имеющих основного образования, передаются в ор-
ганы народного образования для закрепления юношей за учебными заведени-
ями.
