Пользователями автомобильных дорог являются предприятия,
организации и другие юридические лица, а также другие участники
движения.
Юридические лица и граждане иностранных государств пользуются на
территории Кыргызской Республики автомобильными дорогами наравне с
юридическими лицами и гражданами Кыргызской Республики.
Участники дорожного движения имеют право проезда по всем
автомобильным дорогам общего пользования, а также по ведомственным
автомобильным дорогам, открытым для общего пользования.
