Муниципальную собственность города Бишкека составляют предприятия (объединения), организации, учреждения, объекты и другое имущество, удовлетворяющее коммунально-бытовые и социально-культурные потребности населения города. Управления и распоряжение муниципальной собственностью осуществляется городским кенешем, главами городской, районных государственных администраций в соответствии с их полномочиями. Защита прав собственности города Бишкека гарантируется государством. В случае неправомерных действий органов государственной власти, нарушающих право собственности города, причиненные ему убытки возмещаются в полном объеме.
