Плательщиками сборов являются коммерческие кино- и
телеорганизации, производящие съемки, которые требуют от органов
местного самоуправления осуществления организационных предприятий
(выделение нарядов милиции, оцепление территории съемок и прочее).
Ставка сбора определяется решением местных кенешей для возмещения
понесенных расходов и в целях заинтересованности предприятий, граждан
и органов власти в предоставлении необходимых услуг.
