Жогорку Кенеш Кыргызской Республики, местные кенеши утверждают в
составе бюджетов сверх предусмотренных расходов объем оборотной
кассовой наличности за счет остатков средств по соответствующему
бюджету на начало нового финансового года. Оборотная кассовая
наличность может быть в течение года использована на покрытие
временных кассовых разрывов и должна быть восстановлена в том же году,
до размеров, установленных при утверждении бюджетов.
