Если международными договорами установлены иные правила, чем те которые содержатся в законодательстве Кыргызской Республики в области защиты населения и территорий от чрезвычайных ситуаций, то применяются правила международных договоров Кыргызской Республики, если они не сни- жают степени этой защиты по сравнению с установленной правилами, дейс- твующими в Кыргызской Республике.
