1. Права и обязанности владельцев цифровых технологических систем устанавливаются настоящим Кодексом.
2. Для владения цифровой технологической системой и ее эксплуатации не требуется получение разрешения (лицензии), за исключением случаев, установленных настоящим Кодексом.
