Государственный бюджет Киргизской ССР разрабатывается Советом Министров Киргизской ССР на основе государственных планов экономического и социального развития СССР и Киргизской ССР, государственного бюджета СССР и утверждается Верховным Советом Киргизской ССР по докладу Совета Министров Киргизской ССР и заключениям Планово-бюджетной и других постоянных комиссий Верховного Совета Киргизской ССР.
