Совет Министров Киргизской ССР издает постановления и распоряжения на основе и во исполнение законодательных актов СССР и Киргизской ССР, постановлений и распоряжений Совета Министров СССР, организует и проверяет их исполнение. Постановления и распоряжения Совета Министров Киргизской ССР обязательны к исполнению на всей территории Киргизской ССР.
