В целях развития и продвижения телерадиопроизводства в Кыргызской Республике и отражения в транслируемых программах широкого диапазона мнений и точек зрения эфир Корпорации должен на 30 процентов состоять из передач, произведенных независимыми производителями. Корпорация заказывает производство программ другим организациям по процедуре, установленной Советом. Время трансляции заказанных программ должно быть не менее 20 процентов и не более 30 процентов ежедневного эфирного времени Корпорации.
