1. Граждане Кыргызской Республики имеют равный доступ к муниципальной службе независимо от пола, расы, национальности, языка, происхождения, имущественного и должностного положения, места жительства, отношения к религии, убеждений.
2. Порядок организации и прохождения муниципальной службы регулируется законодательством Кыргызской Республики.
