- обеспечивает единообразие законодательного регулирования в государственной системе Гражданской защиты Кыргызской Республики;
- утверждает бюджетные ассигнования на финансирование деятельности и мероприятий в области Гражданской защиты;
- проводит парламентские слушания по вопросам Гражданской защиты.
