1. Местные государственные администрации действуют на основе Конс-
титуции, законов, нормативных правовых актов Президента и Правительст-
ва.
2. Решения местной государственной администрации, принятые в пре-
делах ее компетенции, обязательны для исполнения на соответствующей
территории.
