1. Учредителями жамаата (общины) являются представители не менее 10
домохозяйств, которые объединяются на добровольной основе.
2. Учредители жамаата (общины) на общем собрании:
- принимают устав, регулирующий деятельность жамаата (общины);
- избирают председателя жамаата (общины).
