1. Гражданам Кыргызской Республики, их объединениям дозволено любое
действие и деятельность, кроме запрещенной и ограниченной настоящей
Конституцией и законами Кыргызской Республики.
2. Осуществление прав и свобод гражданином Кыргызской Республики
неотделимо от его обязанностей, выполнение которых необходимо для
обеспечения личных и государственных интересов.
