Полная процедура рассмотрения вопросов на заседании включает:
1) доклад основного инициатора;
2) вопросы докладчику и ответы на них;
3) содоклад представителя ответственного комитета либо временной комиссии;
4) вопросы содокладчику и ответы на них;
5) прения;
6) заключительное выступление основного докладчика и содокладчика.
