Право законодательной инициативы принадлежит:
1) 10 тысячам избирателей (народная инициатива);
2) Президенту;
3) депутатам Жогорку Кенеша;
4) Председателю Кабинета Министров;
5) Верховному суду по вопросам, относящимся к его ведению;
6) Народному Курултаю;
7) Генеральному прокурору по вопросам, относящимся к его ведению.
