Ни на кого не может быть возложена обязанность уплатить налог, не предусмотренный настоящим Кодексом, а также взнос или платеж, обладающий установленными настоящим Кодексом признаками налога, либо установленные или введенные в действие в ином порядке, чем это определено настоящим Кодексом.
