Действие настоящего Закона распространяется на период с 1 января 2009 года по 31 декабря 2012 года. Настоящий Закон вступает в силу со дня официального опубликования. Правительству Кыргызской Республики в месячный срок привести свои нормативные правовые акты в соответствие с настоящим Законом.
