1. Наказание и другие меры уголовно-правового воздействия, применяемые к лицу, совершившему деяние, предусмотренное настоящим Кодексом, должны соответствовать тяжести преступления, а также обстоятельствам его совершения.
2. Никто не может быть повторно привлечен к уголовной ответственности за одно и то же преступление или проступок.
