1. Амнистия - это акт государственного органа, принятый в форме закона в целях реализации принципа гуманизма и милосердия, касающийся индивидуально неопределенного круга лиц и предусматривающий освобождение от уголовного наказания.
2. Закон об амнистии может издаваться в случае необходимости, но не чаще одного раза на протяжении календарного года.
