Препятствие означает любой неподвижный (временный или постоянный) или подвижный объект или его часть, который:
1) размещен в зоне, предназначенной для наземного движения воздушного судна;
2) возвышается над установленной поверхностью, предназначенной для защиты воздушного судна в полете;
3) находится вне таких установленных поверхностей и представляет опасность для аэронавигации.
