Сторонами соглашения (далее - стороны) являются: Кыргызская Республика (далее - государство), от имени которой в соглашении выступает Правительство Кыргызской Республики или уполномоченные им органы государственного управления; инвесторы - физические и юридические лица Кыргызской Республики, иностранные физические и юридические лица, осуществляющие вложение собственных, заемных или привлеченных средств в поиск, разведку и добычу минерального сырья и являющиеся пользователями недр на условиях соглашения.
